Homeownership Qualifications & Requirements
In partnership with the City of Newport, Neighborhood Foundations will utilize funds provided by Kentucky Housing Corporation and funds from the Department for Local Government to provide soft-second financing to qualified buyers.
Program Summary and Qualifications
Information regarding applications for these homes can be obtained by contacting Neighborhood Foundations at 859-581-2533. Applications are processed in the order received and qualified applicants are selected on a first come, first served basis.

The City of Newport, Kentucky Housing Corporation, the Department for Local Government and Neighborhood Foundations conduct business in accordance with applicable local, state and federal Fair Housing laws and regulations.
Rental Qualifications & Requirements
The qualifications for admission to one of our family scattered sites development.

Each family member over 18 years of age must be working a minimum of 20 hours per week, unless elderly, disabled, or otherwise exempt. Contact our office for more information. NOTE: This requirement applies to the City-Wide Development only.

The Board of Commissioners of the Housing Authority of Newport will be conducting a Public Hearing to approve revisions to the Public Housing and Market Rental leases for all developments owned/operated by The Housing Authority of Newport, Kentucky on March 9, 2026, starting at 5:00 pm.
The Board of Commissioners of the Housing Authority of Newport will be conducting their Board meeting on Monday March 9, 2026, starting at 5:30 p.m.
These meetings will be held at the Newport Housing Authority Administration Offices located at 30 East 8th Street, Newport, Kentucky 41071.

The Housing Authority of Newport will begin accepting applications for the Section 8 waiting list, using an on-line application process only, beginning Tuesday, August 15, 2023 at 8:30 a.m.

​The Housing Authority of Newport will begin accepting applications for the Scattered Sites one-bedroom waiting list, using an online application process only, beginning Friday, January 16, 2026, at 8:30 a.m. Applicants may use any computer, tablet, or smartphone with internet access to apply. Free computer access is available at most local libraries. (Those with disabilities may request special accommodations to complete the online application by calling 859-581-2533). Applications will be accepted until such time as the number received is sufficient to the ratio of annual program turnover.

The Housing Authority of Newport (Neighborhood Foundations) will begin accepting applications for the waiting lists for Clifton Hills (located at 29 18th Street, Newport, KY), Corpus Christi (located at 840 Isabella Street, Newport, KY), and Grand Towers (located at 1359 Grand Avenue, Newport, KY), beginning on Monday, April 8, 2024. The lists will remain open until such time as the number of applications reaches the desired ratio to annual turnovers.

Clifton Hills and Corpus Christi – Applications are available Monday-Friday from 8:00 a.m. to 4:00 p.m. at the office located at 400 West 6th Street, Newport, KY. Completed applications must be submitted in person, and will ONLY be accepted on Mondays and Wednesdays, from 8:00 a.m. to 4:00 p.m. at the office located at 400 West 6th Street, Newport, KY. Due to limited space, applications must be completed off-site and returned on the days mentioned above. Anyone needing a reasonable accommodation to complete an application should contact the site office at 859-581-2533, ext. 207.

Grand Towers – Applications are available Monday-Friday from 8:00 a.m. to 4:00 p.m. at the office located at 1359 Grand Avenue, Newport, KY.
